Biography

J. Clayton Miller

I came to Richmond shortly after graduating from IU with a Bachelors Degree in Public Affairs in 1994. I spent the summer of 1994 interning with the City of Richmond . The internship directly resulted in full-time employment in the City administration. In all, I was employed in the City Parks & Recreation Department, Administration Department, and Controller’s Office. This experience gave me the invaluable opportunity to be involved throughout Richmond City Government. I served Richmond during the administrations of former Mayors Roger Cornett and Dennis Andrews.

In 1997, I enrolled in law school. I attended Drake University Law School and College of Business & Public Administration. In 2000 I graduated with honors in both programs and earned Juris Doctorate and Masters degrees. While at Drake Law School, I earned a Legislative Certification through the Center for Legislative Practice. The Center for Legislative Practice combines classroom study and hands-on experiences to help students understand law-making processes. Equipped with a thorough background of the legislative process, students are prepared to work for administrative or government agencies, to research and draft legislation, to represent businesses and organizations with government interests, or to work in a variety of other public policy-making positions.

I returned to Richmond in 2000 to associate with a local law firm and make Richmond my permanent home. From January 2001 to December 2005, I served as the Assistant Wayne County Attorney and gained additional experience in local government. During that time, I was also an active member of the Indiana Municipal Lawyers Association.

In late 2005 I accepted an appointment in the Wayne County Public Defender’s Office to represent, on a court-appointed basis, indigent members of the community accused of committing criminal offenses ranging from minor misdemeanors to murder.

You, the citizens of Richmond Council District 4, elected me to represent you on Common Council and Richmond Power & Light’s Board of Directors in 2007. I have served in various leadership positions including President and Vice-President of Council, Vice-Chairman of RP&L, and Chairman of Council’s Tax Abatement Committee.

I married the love of my life in 2008. Malia and I were blessed the following year with a son, Lucas.

Attorney David Jordan recruited me to join his practice, JORDAN LAW, LLC, in July 2010. I enjoy an active general practice of law in an office located in Council District 4.

I look very forward to using all these experiences to continue representing the constituents of Richmond Council District 4 and all the citizens of Richmond.
